Emergency Provisional Credentials (FTE)

The Emergency Provisional Report refers to the sum of FTE teachers who hold a Non-renewable Professional and/or Waiver certificate issued by GaPSC and special education teachers who hold a Sensory Ingeration certification in a special education field without a passing score on the GaPSC accepted test (GACE) at any time throughout the year.

Report staff in terms of FTE (full-time equivalent). FTE should be counted in hundredths. For example, if a teaching position is filled by four people, each working the same amount of time, each person would count as 0.25 FTE. The total FTE counts for teaching staff must be reported to the nearest hundredth, with an EXPLICIT decimal (e.g., 59.20). Employment determined by GaPSC/GaDOE defined 'class' calculated for individuals in a school using the most recent Student Class Report (End of Year when available).

Emergency/Provisional credentials should only be reported as they correlate with the credentials required for the course the teacher is teaching. For example, Special Education Math Grade 8 course where the teacher holds a waiver certificate in Special Education General Curriculum.

An individual working in multiple schools and/or districts will report total FTE employment. Data comes from GaPSC certification records and CPI, which verifies location of employment. Teacher SSN is used as identifier to avoid duplication.

Teachers are defined by CPI job code 080-199, excluding:

  • 145 (Hospital Homebound)
  • 155 (Adult Education)
  • 156 (Other Instruction Provider)
  • 157 (Other Instructional Provider)

Building Codes that have changed due to opening, closing, or changing physical locations may appear as discrepancies between school-level data and district-level data.
